Hartman is a retired Science Teacher and Inventor who in 1990 founded the first prototype telecommunications services company , Talk Shoppe Inc.  Ms. Hartman with a B.S. from Penn State University and M.S. from the University of Pennsylvania has been an integral part of Internet history since the 1990's .
